About ONVV
The National Office of Vine and Wine (ONVV) is a public institution, organised via a public-private policy implementation partnership in the wine industry.
The institution was designed to conform with the model of similar wine-growing institutions in the world’s major wine-producing countries. The ONVV was established based on the Government Decision no. 725 of September 16, 2013 and implementation of sectoral policies started in April 2014
The establishment of ONVV was a decisive step taken by the public and private sector in light of the implementation of changes in wine sector legislation, the normative framework and of the promotion of the country’s wine brand: “Wine of Moldova. A legend alive”. The purpose of the ONVV is to contribute to the recognition and promotion of quality Moldovan wine abroad.
The ONVV operates under the Ministry of Agriculture and Food Industry, and performs as a public-private partnership, being managed, and financed jointly from the Vine and Wine Fund, set up out of contributions from the private sector and state budget allocations.

Budget: The Vine and Wine Fund
The activity of ONVV is financed with resources from the Vine and Wine Fund.
The Vine and Wine Fund is not a legal entity. It was created with a specific objective, namely with the purpose to finance measures aimed at the development of the wine sector in strict compliance with the Law on Vine and Wine no. 57-XVI of March 10, 2006. The resources of the Fund are accumulated in the treasury account of the National Office of Vine and Wine. The resources of the Fund are used in strict compliance with the annual budget of the Office and its activity plan, approved by the Coordination Council, for the following actions:
The ONVV keeps accounting and statistical records of the Fund resources in line with the Law. The report on the annual budget of ONVV illustrates the revenues accumulated in the Fund by category of sources and the expenses incurred by the Fund on items of expenditure for the reporting period. The control of the legality of the operations, procedures and the use of the Fund resources is performed by the state authorities. The results of the controls are brought to the attention of the Coordination Council, the Ministry of Agriculture and Food Industry and the Ministry of Finance.

The Coordination Council of the ONVV is appointed for a 4-year term by the Ministry of Agriculture and Food Industry and is composed of 3 representatives delegated by Ministry, one of whom is an employee of this ministry, 2 representatives of the Wine Association of the Protected Geographical Indication (PGI) region "Codru", and 2 representatives of the Association of Wine Producers from the PGI region "Stefan Voda", 3 representatives of the Wine Union from the PGI region "Valul lui Trajan",1 representative from the Association of Divin and Brandy Producers of Moldova and 1 representative from the Association of Grapevine Nurseries.
Responsibilities of the Coordination Council:
The National Office for Vine and Wine is an institution with complex activities, headed by a director, who is, by excellence, the opinion leader of the wine sector. The operation of ONVV is overseen by a Coordination Council. The ONVV also has an internal team of 20 employees, responsible for the institution’s day-by-day operation, 9 of them being experts in the wine sector and at the same time having the role of consultants for MARDM in sectoral issues.
